Fire broke out inside the building, while the reported casualty toll began rising as emergency crews worked at the scene.

By 5:12 p.m., Dnipropetrovsk regional governor Oleksandr Hanzha said two people had been killed and 15 others injured. Those were the latest officially confirmed figures available at the time this report was prepared. Rescue work was still under way, meaning the full human toll of the attack had yet to be established.

Local authorities also reported a second attack on the same location after emergency operations to deal with the first impact had already begun.

Vilkul said the shopping complex was attacked again by what he described as a jet-powered Shahed-type drone, adding that such aircraft had been flying at extremely low altitude. The precise drone variant and the full technical circumstances of its use had not been independently established at the time of publication.

The sequence of the two strikes is likely to become an important part of any subsequent investigation. Rescue and medical teams had already been dispatched after the first impact, while evacuation and firefighting efforts were taking place. Investigators will need to reconstruct precisely when the second drone approached and what was happening at the site at that moment.

By around 5 p.m., local media were also reporting two people killed and 15 injured. Earlier figures had put the toll at one dead and 12 wounded. Such rapid revisions are common during the first hours after a major attack, as rescuers search damaged areas, casualties reach hospitals and emergency officials consolidate information.

Initial local reports also indicated that children may have been among those injured. Sonyachna Halereya is not a small neighbourhood shopping centre but one of Kryvyi Rih’s major retail and entertainment destinations. The complex opened in 2008 and has approximately 34,700 square metres of leasable space, with more than 100 stores and other commercial tenants operating across the property.

The complex has housed a major grocery supermarket, clothing and electronics retailers, children’s stores, food outlets and a family entertainment centre. That makes an attack during operating hours particularly dangerous even without the building’s complete destruction, because hundreds of customers and employees can be present at any given time.

This was not the first time Sonyachna Halereya had been hit during Russia’s war against Ukraine. On January 8, 2024, the complex suffered extensive damage during a Russian missile strike on Kryvyi Rih. The blast destroyed much of the facade on one side of the building and damaged its roof, windows, engineering systems and interior spaces.

The shopping centre underwent months of reconstruction after that attack. Parts of the complex reopened in early February 2024, critical damage was repaired over the following months, and the property eventually returned to full operation. Its owner later said that tens of millions of hryvnias had been invested in rebuilding the site.

The August 21 attack therefore struck a building that had already endured major wartime destruction, undergone a lengthy reconstruction and returned to normal commercial activity. That history gives the latest strike an additional dimension: a major urban space rebuilt after one Russian attack has now been damaged again.

The legal context will also require close examination. International humanitarian law obliges parties to an armed conflict to distinguish at all times between military objectives and civilian objects. Civilian property remains protected from attack unless and for such time as it is being used in a way that makes it a military objective.

In the open-source material reviewed by Daycom as of 5:23 p.m., there was no indication that Sonyachna Halereya was being used as a military objective. A definitive legal determination, however, can only follow a proper investigation establishing the intended target, the circumstances of the attack and the evidence available.

International humanitarian law also prohibits indiscriminate attacks and attacks expected to cause civilian harm excessive in relation to the concrete and direct military advantage anticipated. Intentionally directing an attack against a civilian object that is not a military objective may constitute a war crime if the required legal elements are established.

The reported second strike warrants particular scrutiny. A repeat attack alone does not prove that rescuers, medics or civilians arriving after the first explosion were deliberately targeted. Establishing such intent would require evidence about launch timing, targeting, trajectory, the intended objective and what was known to those conducting the attack.

The broader context has made the August 21 attack particularly alarming for Kryvyi Rih. Just days earlier, on August 16, the city had experienced another major combined attack on industrial facilities that also resulted in deaths and multiple injuries. The latest strike adds to a renewed period of intense pressure on the major Ukrainian industrial centre.

For Kryvyi Rih, the consequences will extend beyond the immediate casualty figures and the physical damage to the building. Sonyachna Halereya provides jobs, supports dozens of tenants and forms part of the city’s everyday commercial and social infrastructure. Any prolonged closure would create further losses for workers, businesses and the local economy.

It remains unclear how much of the complex has been destroyed or seriously damaged, how many stores were affected by fire, whether structural elements of the building were compromised and when engineers will be able to conduct a full inspection. Those answers will emerge only after rescue operations are completed and the site is made safe.

The final casualty toll also remains uncertain. Within a short period after the attack, official figures moved from reports of an unspecified number of casualties to one person killed and 12 injured, and then to two dead and 15 injured. The numbers may change again as hospitals provide updates and rescuers complete searches of damaged areas.

The August 21 strike on the Kryvyi Rih shopping mall is therefore about more than another damaged civilian building. It involves a major public space that had already been rebuilt after a Russian missile strike and has now come under attack again — this time, according to local authorities, twice during the same episode.

The immediate priority is the rescue operation and establishing the fate of everyone who was inside the complex when the attack took place. At the same time, investigators will need to document debris, reconstruct the timing of both strikes and preserve evidence that could ultimately determine both the full account of what happened and its legal assessment.
